Mental illness costs Nova Scotia and PEI more than a billion dollars a year. Both provinces have community based care systems that are supposed to provide the right help at the right time. But both are failing to meet that promise. It can be especially bad in areas beyond the regional centre of Halifax. Waits for services can stretch into months, even years. There are shortages of specialists, and not enough family doctors. It all adds up to a system that is under-resourced and overburdened. A King’s Journalism Investigation.
